The Impact Lab seeks a Data Officer to guide the design and execution of a new impact framework that will generate rigorous, data-driven insights across NED programs. The position will play a key role in developing, managing, and analyzing impact data, performance indicators, and contextual metrics related to NED’s grantmaking.
This highly collaborative role will require ongoing consultation, coordination, and engagement across the Programs, IT, and Data Governance teams at various staff levels to build and maintain the impact framework and to support other data reporting and analytical duties.
This is a hybrid position based in Washington, DC., and is part of the bargaining unit.
Serve as project manager for the design of a new impact framework and the development of performance indicators for specific program areas to ensure that they are fit-for-purpose.
Establish data governance protocols and documentation to standardize indicator definitions and methodologies.
Develop and refine data collection and management processes for the impact framework.
Working with IT, support the design and integration of databases and dashboards which will track indicators.
Ensure ethical and secure handling of sensitive data.
Conduct qualitative and quantitative analyses, translate analytical findings into actionable insights, and proactively produce data-based deliverables for NED staff and stakeholders.
Generate regular data visualizations, dashboards, and summary reports on impact framework data for internal and external audiences.
Support data stewardship and governance of impact framework.
Analyze and synthesize trends from external datasets to support applied research and monitoring of democratic developments globally.
Bachelor’s degree required; advanced degree preferred in political science, international relations, or related field.
Minimum 5 years of experience in data management for monitoring, evaluation, and impact analysis.
Experience developing or maintaining data architecture, data systems, and performance measurement systems.
Sound understanding of the NED’s mission and knowledge of international democracy support programs. Past experience with grantmaking is a plus.
Expertise in data analysis and visualization. Proficiency with Power BI and Excel required.
Ability to successfully interface with the IT team and utilize data and AI platforms.
Familiarity with other data analysis software such as NViVo, R, SPSS, or STATA is a plus.
Strong communication and collaboration skills with ability to translate complex data into meaningful insights.
Strong organizational skills, ability to multi-task and project manage, attention to detail required.

The anticipated compensation range for this position is $64,500 to $116,000.
The salary for this position is determined based on a wide variety of factors, including but not limited to an individual’s professional experience, qualifications, education, and other business needs along with internal equity considerations. Employees are not typically hired at the top of the range for their role, and compensation decisions are based on the aforementioned circumstances.
